Architectural Guidelines of HOA

The FVE.Architectural.Guidelines (searchable) is the Fairway View Estates Architectural Review Committee Guidelines used by the Architectural Committee (ARC) to review plans for improving your property in the HOA.

The HOA Rehabilitation Team is presenting this in a searchable document so you can search for topics of interest.

This is probably the most controversial and most needing of an overhaul.  These guidelines are out of date for a modern mature subdivision.  Many of the rules are, in the Rehabilitation Team and many other Homeowners opinion unfair, overly vague, extremely far-reaching and in many cases total over-kill of plan reviews   

Homeowners should not have to have plants they want to plant approved by a committee. The Architectural Committee is made up of volunteers who generally don't have the expertise to review building plans and details. Buildings are highly regulated by the City, State, and Federal Government.  The City of Santa Rosa has experts to review foundations, roof structures, retaining walls and electrical plans etc. 

The Rehabilitation Team does not believe the depth of review by the ARC is necessary or prudent. Suggestions will be made and presented to the Homeowners for their input and consideration.

The file named FVE.Architectural.Guidelines (Word Modified) is a redraft of the CCR's that will be modified based on the input from Homeowners.   This will be released which changes tracked so that you can see the before and after language.  Notes will be attached explaining the change unless it is obvious.

When the membership agrees that sufficient changes are made to satisfy the most people possible we will send out a survey asking the opinion of each Homeowner if the change should be made, left the same, or altered.  If you do not participate you won't be able to blame anyone but your self.

You will be able to submit suggestions as the document is modified. Everyone including the existing Board can participate.   

The difference with this process, as opposed to the last one, is that the Homeowners will create the changes instead of the Board.  Many Homeowners felt they did not have any or little input and their feedback was ignored.  That will not happen with this update we will work on over time.  If we all like what is created we will propose the changes.

Nothing will change until enough Homeowners are available to vote the changes in.  At that point, the Board will be petitioned to make the changes, leave them the same or abolish the ARC altogether. It's your association, what do you want to be done?
